Or something written into Queensland law? Queensland has only 8 legal grammar schools. All are charities. Ipswich has 2, giving the city 25% of the entire system. A 9th cannot open unless Parliament changes the law. The story began in 1860, when Queensland funded primary schools but required towns to raise money before it would help build secondary schools.
